History of Department Profile
Introduction :
In the faculty of Social Science, there are so many subjects. Each Social Science plays an important role in development of the human society and the country.
The subject of Public Administration lies at the center of a web composed of many different relationships that extend to the citizen, to the state, to Society and its values, to the economy and its development and more. The citizen and the future administrator alike should learn to think clearly about these relationships and the values and balance they affect, for they constitute the synthesis that is Public Administration.
The department of Public Administration was established in June 1973, Shri. U.E. Bhikane joined the department in June 1973 and he retired on 31.11.1998.
Dr. T. N. Gaikwad has joined the department in Oct. 1978. Dr. T.N. Gaikwad received teacher fellowship under the U.G.C. scheme of Direct Award to teachers belonging to S.C. & S.T. for three years leading to Ph.D. from March 1989 to 1992. On the leave vacancy of Dr. T.N. Gaikwad Shri. A.B. Patil joined the department for three years. After three years Dr. T.N. Gaikwad resumed his duty and Shri. A. G. Patil left the department. Miss. M.V.Phad joined the department in Oct. 1998 and she also left the department in Oct. 2000. Shri. D.L. Banjara joined the department Oct. 2000. And in this way now in our department two full time faculty members are working. There is no non-teaching staff to our department.
Importance of the subject :
Every subject has its own importance. The subject of Public Administration has much more Importance from so many angels, because it includes so many topics of administration. This subject is much more popular among the students, specially those who are appearing competitive examinations conducted by UPSC & MPSC institution.
Public Administration is an essential part of a Society and Dominant factor in lif in the modern age, which has seen the emergence of what has aptly been called the ‘Administrative State’, its contents are more positive in nature, for it is now engaged in looking after myriad needs of human life-health, education, recreation, sanitation, social security and others. It is, therefore, a creative factor, its motto being the ‘Welfare of Man’. These functions are in addition to its basis function of maintaining law and order in society. Its nature, contents and scope all go to make it the, heart of the problem of modern Government.
Public Administration is of pivotal important in developing countries like India, which are engaged in a massive efforts to life themselves from a state of poverty, squalor and disease to a level of general happiness and prosperity. No plan can succeed if its administrative implication is not fully realized and commensurate administrative machinery not provided. A country’s life is, thus largely shaped by the quality of administration, in the final analysis, ‘‘Administration is a moral act administrator is a moral agent. This thesis is basic to the transformation which is needed in public administration to make if effective instrument from the ushering in of the democratize welfare state.’’ The increase in the variety, number and complexity of functions that have to be performed by the modern state ha resulted in an administration lag, a serious imbalance exits between aspiration and performance, between the needs to be
met and the adequacy of the administrative machinery to carry them out. This imbalance constitutes a major obstacle to national development. To meet over a
part of its growing responsibilities. The modern service state must develop the administrative capacity to implement its programme of economic and social progress. Public Administration is the machinery used by the service state to place itself in a position to make plans and programs that can be carried out, and to carry out the plans and programs it has made’’. Administration is of importance of the reason too. It’s essentially national character makes it a great writing agency. This role can be fully appreciated in the background of centrifugal tendencies so much in evidence in India at present. Thus Public Administration is the first need of a society, more so of developing country like India, which has chalked out for herself plans of economic and social betterment.
After taking charge by Dr. T.N. Gaikwad :
Dr. T. N. Gaikwad has retired on 2017 and after that, Dr. DilipBanjara was duly resolved. Till 2017, Dr. DilipBanjara himself took charge of the department, then Prof. Rahul Tigote was appointed on a temporary basis for the academic year 2018 and then Prof. Rahul Tigote was appointed on a temporary basis for the academic year 2018-19. After this for the year 2019-20 and 20-21 Dr. K. N. Kalbande was appointed on clock hour basis. after which Professor Dahikamble S.N. from 2021-22 till today. He has been appointed for public administration subject on clock hour basis. Different types of activities are continuously implemented under the department. Prof. Dr. Dilip Banjara has attended offline and online “refresher course” and “short term course” coference, Seminars, work shop ,Research papers. And various types of “webinar” during the covid period. Also, I am the research guide of public administration subject and under me Professor Jagtap Sanjay of Mahatma Phule Senior College, Kingaon is doing research with me from janewary-2023. His research topic name is”The Role of Tahsildar in Tahsil Administration:- Special Refrence Latur Districts”
